At the 2012 Annual Convention Business Meeting, WICA agreed to study the feasibility of a regional health plan and the subcommittee for this issue met this week to commence discussions. Attending the meeting and representing WICA were Patrice Reynolds - Local 5/135, Ken Gritter - Local 7/82/97, Adam Polkinghorne - Local 16, and Curt Holdt - Local 36. The overall mission of the committee is to see if it is possible to “improve the benefits available to all participants while maintaining or reducing the overall cost associated with those benefits.” Pati Piro-Bosley and Mike Schumacher of ATPA facilitated the discussion and a list of pros and cons of a regional health plan was developed. The primary advantages identified were; lower cost through elimination of duplicate services, ease of administration, better service to participants, elimination of the need of reciprocity within western states, better buying power through economies of scale, and facilitation of reporting for employers through centralized billing. While a number of major hurdles were identified as well, the committee agreed to request their respective trust funds support to hire an independent consultant to study the viability and financial impact of a merger. |
